- Abstract
- Decision making in emergency conditions, such as in crisis or emergency situations, characterized by lack of time and resource, uncertainty, reversed tasks, interdisciplinary interaction and the need for getting group consensus on the objectives and ways of action. Assumes the existence of a complex multidimensional decision-making competence of the participants in a networked environment. This paper proposes a mechanism of cognitive programming such situations with the semantic interpretation of the simulation results, as well as the requirements for establishing appropriate educational simulator.
